- Previous chapter: [[Exodus 17]]
- Next chapter: [[Exodus 19]]
> [!summary] Summary
> - [[Jethro]], [[Moses]]' father-in-law, hears what God did for [[Israel]] and comes to the camp with [[Moses]]' wife [[Zipporah]] and sons
> - [[Jethro]] praises [[Yahweh]]: "Now I know that the Lord is greater than all other gods"
> - [[Jethro]] observes [[Moses]] judging alone all day, advises delegation, and [[Moses]] implements a tiered leadership structure
> [!info] Why is this here?
> - [[Jethro]]'s outsider praise ("now I know the Lord is greater than all gods") shows that the Exodus is already achieving its purpose: declaring [[Yahweh]] to all nations
> - The judicial reform bridges the wilderness journey and the [[Sinai]] legislation — [[Israel]] needs leadership structure before receiving God's law
> - [[Jethro]]'s wisdom comes from outside [[Israel]], a quiet reminder that God's common grace is at work even among non-[[Israelites]]
# Overview
## v. 1-12: [[Jethro]] arrives and praises God
- [[Jethro]] hears everything [[Yahweh]] did for [[Moses]] and [[Israel]] and comes to meet them near the mountain of God
- [[Moses]] recounts all that happened; [[Jethro]] is delighted and blesses [[Yahweh]]
- "Now I know that the Lord is greater than all other gods, for he did this to those who had treated [[Israel]] arrogantly"
- [[Jethro]] brings offerings; [[Aaron]] and all the elders eat with him before God
> [!note] A [[Midianite]] priest recognizes [[Yahweh]]
> [[Jethro]] is a priest of [[Midian]], not [[Israel]], yet he confesses [[Yahweh]]'s supremacy more clearly than many [[Israelites]] did during the plagues. The rescue from [[Egypt]] was always meant for the nations to hear.
## v. 13-23: [[Jethro]]'s advice on leadership
- The next day [[Moses]] sits from morning to evening judging disputes alone
- [[Jethro]] asks why he sits alone while all the people stand around him all day
- [[Moses]] explains: people come to him to seek God's will
- [[Jethro]]'s assessment: "What you are doing is not good. You will wear yourself out"
- Advice: select capable, God-fearing men to judge smaller cases; [[Moses]] handles only the difficult ones
- "You must be the people's representative before God"
## v. 24-27: [[Moses]] implements and [[Jethro]] departs
- [[Moses]] listens and appoints judges over thousands, hundreds, fifties, and tens
- Difficult cases still come to [[Moses]]; simpler ones are settled by the delegates
- [[Jethro]] returns to his own country
